Using and creating oiv with the oiv package creator

i have no idea how to use this thing ive tried and couldnt get it to work i have also tried searching on youtube for a
tutorial but have had no luck help would be greatly appreciated i need help with adding some vehicle dlcpacks and the dlclist for them

i think you just add all your stuff into an archive then put oiv as the file format
eg. Caraddons.oiv instead of caraddons.zip
But how you get to add the vehicles to their specific places,is up to the "openiv package creator".
