New Mod User, which version of GTA should I buy?

Hey, I am new to this community. If I'm going to mod GTA 5, which releases better to purchase? Hey standard version of the game from rockstar/Best Buy or other retailer? Or can/should I purchase and Mod what I buy from steam?
