i can see the use if for a British RP, there is the possibility to shoot people or pick up hookers but its not something that is done on almost every street like in LS, you have to know where to go...also if its for any RP they may want the turf for their own gang and not want the NPCs to spawn with their non-RP friendly attitude, guns, clothes and accents
