i can't use openIV because gtaV.exe is missing. need help captain

Verify integrity of your game file , steam or retail version will update it's missing files and download new ones. Will fix your problem.
If you have a pirated cracked copy, don't bother, no one can help you with that. On this website, as it's against the website rules.
