How can i unlock GTA IV models?

I want to convert GTA IV mod cars to GTA V, but they are all locked
Is it possible to unlock those models, so that i can convert them to GTA V?
If it is possible, please leave a link or tell me !Thanks Already!

You have to ask permission from the owners.

@ModzRUs there is a reason mod creators lock their models. But if you ask politely they might send you an unlocked file.
A mod creator like yourself spends 10+ hours in making a mod, if he is new like me 48+ hours work. So they lock it to secure their hard work.
