Make it so player cannot enter a closed car. (Disable breaknig glass animation), and than make it so player will not be able to start an engine.
I will explain why - I'm trying to get maximum realistic expirience, and from what I've seen - it's just impossible to break a car window (maybe with firearms possible) and you can't just start a engine withotu a key in a few seconds. All the chases I saw - suspect tried to take someone's car from the road.
