How can I spawn Maps?

What do I need to spawn maps? Map Editor? And if so, why is Map Editor not working?

Because you installed it wrong.
Also doesn't help it never worked well with most other mods to begin with... (no offense to the author)
Create a folder in the GTA 5 folder called "scripts", place all Map Editor related files (including the object list, and if the list doesn't work in there take it out back into the root GTA 5 folder.
That's how I remember installing it.
But if you ask me, you're better off with Menyoo By default, it has an object spooner, and once you get a grip of Menyoo's Object Spooner, map editing will be a breeze... SOMETIMES.
