DLC/Addon vehicle spawn on traffic red dot

Hi everyone!
I have a few mod installed in my gta including the one by i'm not Mental called dlc addon vehicles spawn on traffic. However once in a while a red dot appears in the game map marking a random vehicle as it is a target. It kinda bothers me seeing these red dots spawning randomly even considering that in the .ini file of the mod i have spawning notification and spawning signal on map turned off.
My others mod installer are Single Player Apartment, Persistance Mod by i'm not Mental and a few others that i don't think are causing the problem.
