Getting an error,while using LSPDFR mod and a mega cars pack mod at same time!Please help!

Hi all,
I have a problem ,and I need some help!
When I install the LSPDFR mod , and a mega cars pack mod with 620 cars (replace+ add-ons) at the same time, the game crashes and I get the following error: [ERR_FIL_PACK_1] – Game error. Please reboot and restart the game.
I am using this gameconfig file :

And I have noticed that if the LSPDFR mod is installed alone,it works without problem;the same is for the mega cars pack mod,if it is installed when the LSPDFR mod is not installed the game works!
Please help me to resolve this issue,so I could use the both mods at the same time!
