Can GTA 5 run on low-medium settings?

I know this maybe not the right forum section post but if there's one that is right, let me know and I'll move it there:
CPU: Intel I3-7100 @ 3.90 GHz (2 cores, 4 threads)
GPU: Nvidia MSI GT 730 v3 4GB
RAM: 4GB DIMM
HDD: Toshiba 1TB
Windows 10 Home x64Monitor is 1360x768

I know but I wanna see the suggestion of the people. Cause some sites just put red or not able to run. Even there's still chance for a low settings.

@Yeh2low2krrrr Dont know too much about computers, but that CPU might be a problem... a bottleneck, even?

@Yeh2low2krrrr you can run it but it'll lag/stutter. Boost your ram to 8gb if possible
