Please disable this annoying feature?

I really do not like the "Comments can't be added so quickly. Please try again in a few minutes" sign. It's really annoying because If I want to help someone, or post a different comment, I have to wait which drives me crazy! If this is done for spam purposes, I think allow atleast 2 comments before this notice appears.
If this is a reason for the site, for example it generally can't add comments fast, then just delete this topic thanks.
Please atleast consider this @administrators ? Also I swear moderators can post really quickly without this message showing? (<<Sorry if that's wrong, i'm not entirely sure.)

Use the quote button.
For getting rep, its only forum specific, AFAIK, and you get rep when people upvote your post. Like how I upvoted your main post, you gained one rep.
The more rep you have, the faster you can post again. Also makes you seem like a "rep"-utable person
