Copy the new update.rpf into the mods folder and apply all modifications again via OpenIV. You uninstalled OpenIV? Bad move, you're pretty much out of luck. Maybe you can get a full OpenIV setup file somewhere on the internet. Heck I'm not even sure I'm allowed to say that here.

I am afraid, you will have to re-do all the changes you have done with previous update.rpf to the new update.rpf after copying to the mods folder. This generally includes changes to dlclist.xml, gameconfig, visualsettings.dat, VisualV Files.
For eg: copy the add-on cars lines in dlclist.xml from your previous update.rpf to the new one.

Did you copy the new 1103 update.rpf to mods folder?
You should copy the add-on cars lines, from previous update.rpf's dlclist.xml to the new one manually
You have to replace new gameconfig from here
Use Simple Trainer latest version to spawn car by name

Have you tried to install other addon cars? Maybe it is just that specific car because sometimes the author puts the wrong spawn name in the readme
Double check if you have added the necessary line into dlclist.xml and make sure you have the dlc.rpf in a folder, inside the "dlcpacks" folder (maybe its a bit confusing the way i worded it).
I don't actually know if this is true, but according to OpenIV, you need scripthookv and OpenIV.asi installed to load modded RPFs. And if you are using the "mods" folder, you must have it installed for it to function.

Yes I tried to install another add on but I have the same problem
