Cant get Gang and Turf mod to work...

I've done everything it said to do, been trying for 3 hours to get it to work. Do I need OpenIV? I can bring up the gang mod menu with B but when I push insert it just says gangmodoptions saved and there's no weed blip on the map, I'm about to give up.

@RatedrKO when you find out let me know I've been trying since yesterday morning it just keep saying pending approval.

@KeithSo504 I don't even get pending approval, the mod doesn't even load at all even though I can access the gang menu.
