Cunning stuns not working in singleplayer?

I cant go online either, do i just reinstall the entire game?
All mods are installed in the "mods" folder. for the rest its scripts, nothing else. I remove the mods folder when trying to go online yet it just doesnt work.

@Frax You need to remove the ScriptHook files as well from the game folder
