spawned cars disappearing

Certain spawned cars disappear after a second or two.This has happened before after an update and I think the file that fixed it was called mpspecialraces. I still have that file.Do I need an updated version of that file or a different one to keep cars from disappearing? Thanks.

The file might've been called "importexport" something.I have that still as well.
