Homing missile laucher stops locking on and rail gun doesnt explode vehicles[OPENIV]

Hello,
I installed a few cars mod in the mods folder ofcourse
and the extreme blood mod(https://www.gta5-mods.com/misc/zippo-raided-blood-gore)

Suddenly
My homing missile ( ped gun ) has stopped locking on ( hydra missiles still lock on)
and the railgun doesnt explode the vehicle it hits

Does anyone possibly know which file was edited to cause such a issue?
