Is it possible to freeze the whole world like time powers mod?

I haven't seen a mod that stops the timescale at full scale, things are still moving

@VEntertainment AFAIK, its not possible to COMPLETELY stop the world, however JulioNIBs Quantum Break mod tries to achieve that by slowing it significantly down.

@VEntertainment that mod probably freezes its position, and removes wheel spin. Its not related to the timecycle speed in any way.

@VEntertainment yep. Same thing, freeze that ped using a script, and then change the animation speed to 0.
