No bullets hole or brake marks are displayed when outdoors

I noticed that the display was going wrong while I added some mod
If they are involved, these two mods may be affecting

VisualV 1.0.330 (Hot-Fix)

4K Effects Enhanced 1.2 [FIXED]

Even though it is not displayed at all when it is outdoors
It is no wonder that everything is displayed normally when entering a gun shop

VisualV doesn't affect these effects so it's the 4K Effects Enhanced, probably.
