AddOnPeds3.0 Installation Issue

Hey all. Kind of new to the modding scene, but slowly trying to hack through it. I am attempting to install addonpeds 3.0 and want to use the mods folder method.
Per the instructions:Open scripts folder, copy PedSelector.dll and paste into your GTA V scripts folder (YOUR GTAV FOLDER\scripts) had to create my own scripts folder, but made sure I downloaded scripthookvdotnet, C++, and had .NET...hope this is the right thing to do
Open dlcpacks folder, copy addonpeds folder and paste into (YOR GTA V MODS FOLDER)\update\x64\dlcpacks) when I open GTAV>mods>update, the only file I see is update.rpf as you can see...no x64 folder, which in OpenIV seems to be nested within this update.rtf file...
Also in Open IV, my x64 folder seems to be nested within the update.rpf file so I'm a bit confused as all tutorial vids say to put dlcpacks within mods\update\x64\dlcpacks... See photo.
I can't get past this part yet, so I haven't continued.
REST OF INSTRUCTIONS
Start your OpenIV and Enable "Edit Mode"
Go to: (mods\update\update.rpf\common\data)
Extract dlclist.xml to somewhereUsing a text editor, open dlclist.xml and add the following line before the </Paths> line:
Any help and I'd be extremely grateful. I want to add player mods and this seems like the easiest way to do it.

@BleepYouBleepinBleep you can just create those folders manually. Or in OpenIV, navigate to
update\x64\dlcpacks
(not in the mods folder), open any folder (ex: mpgunrunning), open the dlc.rpf within, and then selectCopy to mods folder
on the top, and it will create the paths within your mods folder. Not sure but I think you'll need to be in Edit mode.

I am going to do this when I get out of work. This is the best way to install player mods right? I want to use Venom in the game so I downloaded the files but there were no installation instructions, only files. I have been having trouble trying to figure that out because it's venom. whatever and not a replace.
