Can you make a clothes mod as a DLC?

So after LA Roads and Billboards updates were released both of them were made as dlc packs containing original game files(names) and the LA Billboards mods even said if you want to add another texture mod just put the files in the folder.
By copying the folder structure of them is it possible to make a clothes mod replacing original ydd and yft files. What makes me think this would be difficult to make the mod like that is that clothes start from "lowr_000_r.ydd" in multiple folders. So putting a "lowr_000_r.ydd" in an addon, how would it know which original file to replace, since every dlc like biker, apartments etc... the clothes start from lowr_000...
