Need help

I was playing gta 5 and then restarted pc because for some reason it started lagging. Then when it started I tried to play gta 5 and it starts in very small windowed mode I tried to hit ALT+ENTER and It won't work. In game I tried to set it full screen and It gives max 800x600 resolution for some reason and not 1920x1080 as usual and when I hit apply changes it changes nothing... I tried run as admin and etc... nothing helping... don't offer to reinstall because it's last option

@Exorcist If you use Teamviewer disabled it, make sure refresh rate matches in game with your monitor, and check that your drivers are updated.
