GTA crashes as soon story mode loads or when I open a mod menu. Think it's a Scripthook error?

I've removed my mods folder and replaced it with an empty mods folder so I know there aren't any replaced files or dlc addons messing with the game. I've updated Scripthook to the latest September 3rd update. I've also updated Menyoo to the latest patch.

I've never encountered this error before, so I'm not sure how to approach it/fix it. If anyone can point me in the right direction, you'd be a lifesaver
