Editing Add-On Ped Model Skeleton?

Hey, so lately I installed a flash skin, when using a mod that makes the model talk, his mouth doesn't actually open, It just moves his jaw around with his mouth closed. I was wondering if there was a way to actually edit that ped and create a point around his mouth to actually open up and talk when using the mod.
