New to Modding GTA V

I am new to modding this game so I am not sure where to start mostly I would just like to replace or add on weapons or vehicles ( I am not a big fan of vanilla), I see the need for script hook and OpeniV although I am completely ignorant on using these ( Most of my modding knowledge is for Fallout 4 ) I want to get some new flavors into this game I'd like some beginner help on doing something as basic as changing a weapon skin or adding in new elements ( Game Version 1.0.1180.2 )
