Have followed all instructions on installing Single Player Apartment

I am new to modding and I know there are a lot of b.s. questions out there on how to do everything. I have followed all instructions on how to install the Single Player Apartment mod, and it will not work for me. As a matter of fact any mod requiring the "scripts" folder will not work at all for me. Any help is greatly appreciated. If anyone can help me fill in the missing piece to get this mod going, I can figure out the rest.

Re install all prerequisites including C++ Visual Studio 2013 and check your .NET framework versionAre your scripts or trainer not working?

I am using Simple Trainer for GTA V 6.0 and it works fine. Its not in the scripts folder, its in the GTAV main directory. Any plugins such as LSPDFR work fine, its just anything that requires a "scripts" folder doesn't seem to do anything when I install it and run GTA.
