How can I relieve my processor?

Which settings in GTA V are using the most processor?
Off-duty I have 70 FPS, but when I type "forceduty" I have 25 - 30 FPS. What can I do to fix this?
PS Don't buy i5-7500. It's a crap.

@Mamalama555 So you play LSPDFR. Luckily I know where "forceduty" comes from or I wouldn't know. LSPDFR is very CPU intensive and some of the plugins are written by people with low programming skills. What helps is to reduce memory consumption.
The easiest way (because you don't need to restart the game) is to reduce the ped and traffic variety to a minimum.

I have lots of time so I can restart my game at any time.
My GTA V uses only 60% of my GPU, so maybe there's a way to move some tasks from CPU to GPU.

How to reduce traffic variety?

At first I decided to go with i5 7500 with a GTX 1070 now I changed my mind , now I am going with i7 7700k with a GTX 1060.
I am gonna spend more money on my processor.

@ThEDarkEvIL Good choice. You can overclock CPU and GPU, and I can overclock only GPU.

Is CPU really a thing any more these days?! I'm willing to bet good, ingame printed money, that 99% of the bottleneck is people's GPU's.

i5-7500 with GTX 1060 6GB. GPU Usage: 40%-60%. CPU usage: 100%. 20-30 FPS when LSPDFR and some plugins are active. 60-120 FPS when LSPDFR is inactive.

No.
I you're not inside it, doing stuff, or you're not in the neighborhood of that garage, it will have 0 impact on your game.
Also, why didn't you just test that yourself?! Just temporarily remove the dll, start up your game, and see for yourself whether it makes a difference. Often faster than asking on the forum, and having to wait for a reply.
