How do I install mods?

hi i just got gta v for pc and im having trouble installing mods every time i click download it just loads a notepad not a file folder i install all the tools script hook v and open iv i need help i dont know what to do

@gmoney0099 as in a txt document downloads? if so it is probably a big mod therefore they put the link to the download in the txt document, also can you send me a link to what you are trying to download so I can take a look?

Get http://www.7-zip.org/ or something if you don't have an archive manager yet. after that it's just following the instructions.

@gmoney0099 yep, it is in rar so you may have thought it is a test document so just download winrar to open it

it said to install a gameconfig i did and it crashed my game i tried others but they dont sem to work any fixes for this problem
