It's in:
mods\update\update.rpf\x64\data\carvariations.ymt
You can use Ctrl+F3 to search for it in OpenIV.
It will be encrypted but luckily '[SDF] Palm Tree Forum' has decrypted it for the community

Download the decrypted 'carvariations.ymt' from the link above & replace the 'carvariations.ymt' in update.rpf in your mods folder (always use a mods folder). This will allow you to edit the file in Notepad/Notepad++ (strongly recommend you get Notepad++, it has many benefits)
