fps cap problem

my game is capped at... 4 FPS. PLS HELP (i have the game on the lowest settings, and its just capped. my pc is capable of running the game, as it did before, when it was playable)

no, i recently reinstalled my update.rpf, which reverted it to its default, replacing all the mods i installed via openiv
