Special ability for Everyone script (even for Peds)

Hello, I am not happy about the way that special abilities are exclusive to only one character
can somebody make a script which enables special abilities for all characters (and even for peds) ?
I mean
Franklins special ability (speedbreaker) for Michael and Trevor
Michaels special ability (bullet time) for Trevor and Franklin
Trevors special ability (rage & invincibility) for Franklin and Michael
and peds too
I guess it can be formed in a script with enable buttons
for example, button J - franklins special ability, K-michaels, L-trevors
