Can i make ped by using xps model?

So i got some xps model, and i want to know if i can make ped by using this file, i already try modding other game like WWE 2K18, and have a little experience with blender and photoshop, my question simple, can i convert this xps model and make it custom ped? If yes, then how? Did anyone have tutorial for it?
