Ok, I might sound stupid, but I can't figure out how to mod. I've watched many tutorials trying to get it, and I cant. Mostly because when I download mods it just comes as a notepad, not the file. So I can't do what it is asking me to do. Can anyone help me with this?

Correction - I mean how to install and play mods on gta v
