But the one where the gang members are set up, you have to take them down and prevent the helicopter from getting away.

More than likely a mission creator mod.
This would probably be the one he's used: https://www.gta5-mods.com/scripts/mission-creator (don't know if it is, though, I don't spend time to watch shitty GTA5 modding videos because they just shit on people's work and never credit them EVER.)
it's important to read the description of every mod (and video) to get the information you need.
Guadmaz's mission creator requires RagePluginHook (good luck on getting it to work, by the way. if you did, congrats, I never could for years.) otherwise it won't work, this also includes LSPDFR, which also requires RPH (RagePluginHook)

@krashadam agreed. Whichever mod it is didn’t get it’s credit at all in the video, which is why I asked. I’ve downloaded this mod so thank you.
