[SCRIPT] Intercom for Police! Im sure its great idea!

I have an idea but idk how to start. I want to make a script that's for Police officers mounted in Police cars. If you Press some Button in a car (for example f9) Intercom pop-ups (looks like list on some mounted screen about wanted criminals cars etc. Every policeman can start new "topic" called like "Black sedan" if you click it via Arrowa and enter. More text will be shown like license plate model or some details about car or about it's owner. Im sure its great idea. Sorry about my Basic english. I know lua a bit but not that good to write this script. So I need some help!
