overhauledtrains folder missing?

I'm trying to install his mod here, https://www.gta5-mods.com/paintjobs/camoguy54321-s-surfliner-cab-train-reskin
it says "Place the streak42.ytd file here \mods\update\x64\dlcpacks\overhauledtrains\dlc.rpf\x64\vehicles.rpf"
I'm on the latest version of gta v and i just cant find it. Quite a few mods make reference to it, am i supposed to create it?

You need to have this mod installed first. Once you have installed that you will have the folder & .rpf archive structure you require
