Ambulance Mod can't be downloaded

I've got a problem downloading the T5 Ambulance mod by Beunhaas (https://www.gta5-mods.com/vehicles/t5-ambulance-02-129-heerenveen-els-beta-beunhaas). It says that over 700 people have downloaded it but when I try I only get this message: Access denied (and some code).
I'd really appreciate some help because I really want to make a custom skin for this car

The recent fix with percent signs in file names broke this. The % in the file name was replaced with %25.
