How to increase or decrease the size of any ped ? like if i want to change the size of a rat to a big horse.

Peds can't be scaled (unlike, say, avis in Second Life).
EDIT: Now, before you ask, cars can't be scaled either.

@meimeiriver @Kirtiman i think ped can be scale..u can try by menyoo trainer..there is ped scaling menu, u can make it bigger or smaller whatever u want, ive tried changing woody peds from toy story into small size n it works

That's not scaling: just 'elongation' via the Height menu (aka, your ped is just stretched/shrunk on the Z-Axis only). And, naturally, it looks horrific. Unless I missed a menu somewhere.

You dont know shit) It can be scaled with 3d program such as zmodeler.
