How to edit gameconfig.xml

Can anyone help me on how to edit the gameconfig.xml?
I get ERR_FIL_PACK_1 on loading and I have tried every single gameconfig available, so I figured I will try to edit it myself.

@Dorian138 maybe also try using different gameconfigs and uninstall certain add-ons you maybe dont absolutely need, worked out for me with all my modded GTAs. What mod have you added till it stopped working?
