First time ragehook user here

So I just was looking around for addons where pedestrians do more things in the game and I added the addon GTAV comes alive.
So I load up my game and it litterally spawns 10 guys at you constantly over and over again and it is highly annoying.
I tried to uninstall it deleted everything and still it loads up.
I set up a ragehook back up file RPH? right before the addon and I do not know how to use it so I can get my original game with working mods up
Would someone be kind enough to instruct me what I am doing wrong with deleting ragehook or how to access that backup so I can fix things so I can play/
