Police Helicopter Equipment Mod

Hi all,
In the main mission Eye In The Sky, Trevor uses a police Maverick's equipment to track people on the ground and listen in to their conversations. At present there is no way to do this at other times. Can someone please create a mod/script which would allow the player to use the Police Maverick Helicopter's equipment to scan anyone on the ground and listen into their conversations, as I think it would be cool?
