Vehicle Mods, Can they be customized?

I have a question about vehicles that have been added/replaced. Can you customize modded vehicles like you can the vanilla cars. For example, if I add the Audi R8 mod to my game, can I put new bumper, exhaust, etc like I can the vanilla cars or are the custom options locked when importing a car not originally in the game?

It depends whether or not the creator added support for that. Most creators will add a .txt file explaining what they added to the car. The YCA modding team make some of there cars tune compatible.
It can be custom bumper or vanilla bumpers.

@zeroxzerotwo so does this go for paint jobs as well or can you paint them regardless of vanilla or mod? I love the cars just not all of their paint jobs.

paints as well but all modders add this feature by default.. if not than the mod was rushed and is crap

If you find you can't tune anything in LSC except for lights, plate then just add this to the <Item> entry (or change the existing tag section to this) in carvariations.meta in the dlc.rpf:
<kits> <Item>0_default_modkit</Item> </kits>
