[REQUEST-INFORMATION]Altering Peds: How, where?

Hail.
I was looking online on a tut about altering ped skins, how to swap them, but I either found tons of info on how to alter Ped-amounts in game, OR actual interesting information... in Chinese, Japanese, Russian, many a language in short but the ones I actually understand: English (primarily) and Dutch or German.
Anyone that knows a good tut about this, or that likes to explain to me how I make say a police women into a civilian (thus undercover)?
Or how to chance a Hiker into a motor club chick?Thank you.
