how can i fix my mods not downloading as folders?

Im very new to installing mods and I am confused why they are not downloading as folders, but they are downloading as ".rar"... What am I doing wrong?

@godenmonkey Get winrar -> https://www.rarlab.com/download.htm
Rar has a much better compression ratio than zip and is preferred by computer savvy people.
