If your up to it id recommend downloading Zmodeler3 (you start with a free 15 day trial) and try doing it your self. There are multiple video guides online on how to make any vehicle a police vehicle. The software is some what difficult to understand to a person that's new to this stuff but the videos are extremely helpful.

You have to know if the model is unlocked, otherwise you ll have to rip it but always keep it private, because if never the model is locked it's for a reason .
