Resize texture file?

Hello,
I am busy making a retexture for a Police Touran.
The texture file is only 512x512 pixels, and i want to make it 1000x1000 pixels, so it will look a lot better in-game.
But how do i increase the size, without having to relocate the textures? Do i simply export it to a bigger format?I would like to know the answer.

Making the textures bigger doesn't make them look better in game. If you make a 512x512 texture bigger (1024x1024) you must apply filters to increase sharpness and clarity to see some results in game.
Use Photoshop or Paint.net both use the .dds plugin.
