Freemode peds to normal AI peds?

Basically, provide the game more diversity by spawning Freemode peds with police outfits, so they spawn alongside vanilla cops when the player has a wanted level.I scripted it, but had some trouble, and then (and now) wonder if It's possible to do so without scripting. The idea would be to replace vanilla peds (like cops or gang members) with the Freemode peds, with a defined set of clothes, but I don't know if it's possible at all. Somebody has some ideas about it?
