Where and What are the LiveryChanger files? (crashes game after loading screen)

I had these files for a while and I deleted them and after trying to open the game for a week I want to know the origin of the script so I can install it on its own. I did not have RDE (Realism Dispatch Enhanced) installed before and it doesn't work so I'm unsure.
