Clothing Mods not working

For some reason clothing mods do not work for me, though i am new to GTA PC Modding and i may be missing something, please help.

Which clothing mods?
I am experiencing an odd issue with badges/emblem mods and wondering if its the same as yours.
Even with all mods/scripts removed I cannot seem to change player decals (badges/emblems). When purchasing a piece of clothing that has a decal (for example a basketball Jersey for Franklin) the decal does not appear. Again no mods or scripts installed.
Through testing I have discovered, the decals do appear when I switch to a character like Packie for example who has a decal set at 1 for default. So the issue seems to be for whatever reason my game is not cycling player decals.
Very odd, I have verified my RPF's through steam but still no luck.

Use your OpenIV program and go toINSTALL LOCATION
REPLACE MODEL (.YDD)
(YOUR GTA FOLDER)\mods\update\x64\dlcpacks\mpsmuggler\dlc.rpf\x64\models\cdimages\mpsmuggler_male.rpf\mp_m_freemode_01_mp_m_smuggler_01\accs_000_u.yddREPLACE TEXTURE (.YTD)
(YOUR GTA FOLDER)\mods\update\x64\dlcpacks\mpsmuggler\dlc.rpf\x64\models\cdimages\mpsmuggler_male.rpf\mp_m_freemode_01_mp_m_smuggler_01\accs_diff_000_a_uni.ytd
