Using online DLC vehicles in SP was THIS easy this whole time?

Own a garage, go to it and press right on the d-pad gives one a special vehicle menu. Is this still true?

@eshenk well I bought the garages but if I recall the only vehicle I ever saw for free was the elegeny, this was over a year ago tho

It works, yes, but just for the Elegy and the Stock Race cars (i haven't used the garage since mid 2016, so correct me if i'm wrong)
Only on PS3/360 the dlc vehicles (alongside the Elegy) were available through the Special Vehicle menu

Seems like you haven't played the game on PS3/360 where this is possible, yes (as Alex106 said).
R* stopped adding DLC vehicles to the garage menu when V was released on PS4/XB1.
Since version 1.0.617.1 R* blocks spawning new DLC vehicles which is why you need a trainer that bypasses this or the "Spawn MP vehicles in SP" plugin.
