GTA V: Any mods that change the car model of the Deluxo & Stromberg?

How do I do this myself? If I have the add on car I want already, how do I apply the flying/submarine physics to it from the Deluxo/Stromberg? Can I do this by just editing some files with OpenIV?
This is the closest I’ve found but it’s not exactly what I’m talking about as he has just attached a police car model to a deluxo to make it appear that way
